In the on-line world where it is difficult to "hear" tone of voice, typing in all capital letters has evolved into meaning that a person is yelling. It is appropriate to type in caps if you are upset about something or if you are trying to draw attention to a specific word or sentence.
In some places online one person will be leading or organizing a group in a chat room and they use caps to differentiate their instructions from the general chatting of the group. If that person begins to chat rather than direct, they should type without caps lock on.
Also, we are accustomed to reading using a combination of uppercase and lowercase letters. When someone uses a different way of writing like all lowercase, all uppercase, reversing cases, capitalizing the first letter of every word, etc., it makes it more difficult to read quickly and get a full understanding of what a person is trying to say.
As far as your idea of submissiveness goes, I do not believe that typing in appropriate case format is a form of submissiveness. It could be construed as submissive when a person does not capitalize their own name or the word "I", I find that when a person makes a habit of typing using non-standard case format, it makes me think that the person is simply uneducated, ignorant, or careless.
