What does builder floor mean?

This appears to refer to the ownership of a level (floor) of a multi-story dwelling. Most references seem to locate this in India.

My impression is that apparently the legal safeguards of ownership are not as secure as with U.S. condo or HPR properties and transfer of ownership may be possible only through the builder/developer.

just a wild guess, could it mean the decking that is initially provided. i.e. not suitable for tile (second stories).

sub floor system made of composite material. Not very thick??
