George H.W. Bush (Bush 41) really wasn't that bad of a president and he only served one term. He was relatively fiscally conservative and was smart enough to stay the hell out of Baghdad and not get thousands of American's killed.
His son however, George W. Bush (Bush 43) was almost certainly the worst president since Richard Nixon, who in comparison to Bush 43 looks like he could speak no lies...
I am not aware of any Presidents who were directly responsible for putting us in a financial crisis and I'm not aware of any others that used propaganda and half-truths to "sell" an unnecessary war.
That's a long answer to a short question but.... in my book George W. Bush IS the worst President to ever sit in the Oval Office....George H.W. Bush was harmless in comparison.

The second best president in my lifetime so far (in my mid-thirties). Only Reagan was better.
How will he be remembered? That is for history to decide and we will not know for years to come. The generations to follow will be able to look back with the perspective of history to adequately decide.

No, the worst was by far FDR. His failure to set time limits on the New Deal has caused lasting damage to our society.

Most likely as an average President. There were many worse like: WJ Clinton, J Carter, FDR, Wilson, Grant, Nixon, Johnson (Kennedy VP), and Buchanan and many better like Teddy, Reagan, and Washington. He is currently the most unpopular but that won't last in the modern political climate of spin and character assassination and popularity is a terrible measure of how good a President is.
EDIT: Got me! You did say HW, the elder Bush who also was an average and only one term President. Only one answerer caught this on the first read (give that man a best!).
To add to the popularity angle, Lincoln was one of the most hated Presidents ever; his own party tried mightily to convince him not to run for re-election (and this is in a north with 2/3 of the Democrats gone (they were southerners)). He barely won re-election and only because he was able to win Minnesota after personally ordering the mass execution of the leaders of the Sioux revolt there garnering him the Minnesota delegates. Lincoln is considered by many to be one of the better Presidents.

The worst president in my lifetime was Jimmy Carter. What a disaster.
