This is very interesting. If I understand this correctly, citizens are making these suggestions and then people vote on their relevancy and potential. The problem is that doesn't mean they will be implemented. Any one of the suggestions would be a major understaking and most unlikely to be developed but I like the concept. As a US citizen, I feel just as helpless in the direction our government takes as you are suggesting the people of India feel. Perhaps, in addition to this, best place to start would be to inform the people of upcoming votes in the congress and allow the people to vote before congress does. In other words, each representative have a website to allow their constituents to vote and only vote once on each issue.

No India needs to get over killing each other first.
Obama is a socialist which means the workers pay will be decreased so they can't pay their bills, to pay for the government programs that make people dependent on government programs.
It's a lousy type of government, communism was based on the same idea with terrorism to boot.
Hopefully there will be enough in Congress to block their vile ideas.
