Population multiplies fast. The dishonesty, corruption could not reduce humans to any other lower organism ?

According to Hindu Mythology, sinners reborn as animals or insects. Then why the population explodes this much when dishonesty, cheating, murdering are very much prevailing.

Population multiplies fast becausse in some countries like India and china women manufacture children whereas in other countries they produce. Dishnesty, corruption has nothing to do with population increase.
