Outside: use SPF 15 or 30 chap stick, every time you actually go out in the sun to protect you lips from damage. Eat enough fruits and vegetables to get all the vitamins that are lacking in your system or to keep them in balance because vitamins such as A, E, D and some others are really good for your lips also add some Omega-3 to your diet and that will help as well e.g. fish or walnuts

You should exfoliate them with a toothbrush every second night and then put lip balm on just before you go to bed! When you wake up they will be like heaven! :-)
