In the income tax return file the account number has only 15 boxes how is it so because the account number has?

Your account has 15 numbers. Mine has nine. IRS wants to make sure there is enough for everybody.

    Most banks have account numbers which are of 15 digits, some have 14 digits or less, but none, to my knowledge, have account numbers having 16 digits. Accounts numbers are codified thus: First 4 digits represent branch code number, next four digits account type (e.g. 1010 means savings, normal) and last 7 digits represent serial account number. Some banks (particularly where sorftware has been developed by TCS, like SBI) have 11 digit account number, of which first 5 digits are branch code and next 6 digits aaccount number. Eventually, this too will be increased to 15 digits.

    What account number are you looking at on which form? If it is for direct deposit of a refund, you need the 9 digit routing number and bank account number (not debit card number). The 2008 Form 1040 actually has 17 boxes for an account number, but that still is not a credit or debit card number.

    But if you tell us which form you are looking at and what type of account you are trying to pay with or get a direct deposit refund into, maybe someone could answer more specifically. If you are trying to use a credit card to make a payment, the IRS does not accept that directly (that would go through a 3rd party with a fee).
