valency is the no. of electrons required to complete the octet.
Chlorine atom has 17 electrons. In last orbit it has 7 electrons hence it requires 1 electron to complete octet.
Hence it's valency is 1.

valency means the number of electrons present in the last shell i.e the valence shell, which can be used to donate someone or sharing.
the atomic number of chlorine is 17. so the no. of electrons in the first shell is 2, in the second is 8, in the third 7. so there are 7 electrons in the valence shell. it means chlorine needs only 1 electron to complete its shell for having noble gas configuration. thus the valency of chlorine is 1. actually (-1) because it will accept 1 electron

valency is the number of outermost shell electrons that a atom can accept or lose to attain stable configuration.like Cl has 7 e- in the outermost shell.it is hard for Cl to lose all its 7e-. so it accepts one e- to attain it stable configuration. therefore valency is -1.
