assuming this is an India specific question

unfortunately, there is no Silver ETF yet allowed / opened in india. they are also no silver mining mutual funds yet.

you can buy silver only by commodity exchange thou

You can buy silver bullion from a dealer. (You actually will possess the silver.)
You can buy silver in ETF. (You will not own the silver.)
