The other 38 they fired didn't leave the launchers until it was too late. Satellite and airborne surveillance photos, along with the fact that none of the EA-6B's airborne at the time needed to do any missile suppression, and lack of cruise missile wreckage pretty much confirms the Russian's were lying.

    3) One might also note that none of the most advanced air defense missiles were deployed, indicating that the Russians had stood down from participating so as to avoid a confrontation with the U.S. countermeasures that were standing by to take them out.
