The side lights work as well but none of the keyboard lights do. It is also not responsive and the computer does not recognize it

These days you really require 4 core or 4 threads to get any sort of real multitasking done, though it's unusual to see 16 GB of RAM on such a weak machine, so you shouldn't have any RAM issues at least. It also depends on the web browser you're using. Browsers are quite the resource hogs these days, more than any other common application on a PC: most memory, most threads, etc., etc. A suggestion would be to update to the latest Firefox Quantum (v57+) or Google Chrome. Not sure how Microsoft Edge is these days though.

    The long term fixes for your performance problems would be: (1) upgrade processor, or (2) upgrade processor & motherboard, or (3) upgrade to an SSD.

    For #1, you can look for a higher performance processor within the same motherboard family that you already have. The strongest CPU available for your existing platform is the A10-7890K, which is quad-core and quite overclockable. Even at default settings, it is 2.8x faster than your A4. The A10 also has a built-in GPU, which *might* be faster than your existing discrete GPU!

    For #2, if you're willing to upgrade to something more modern, such as a Ryzen processor, you'd also have to update the motherboard and RAM. A Ryzen 3 2200G or Ryzen 5 2400G would require DDR4 memory, so you'd have to give up on the DDR3 that you have now, but you will get significantly better performance, more than even the upgrade to the A10-7890K would've gotten you. The Ryzen-G processors include AMD's latest Vega graphics cores, which will definitely be faster than your existing discrete GPU. The GPU you have is a professional workstation GPU, not really meant for use in games.

Usually the details are sent to Microsoft servers and stored, as long as there is no previous activation on different hardware activation is granted. Sometimes if you are lucky and the hardware differences are not too great you can get away with simply moving the hard drive with the operating system over but this is no means a given.
    It cannot be installed on several motherboards at a time. Microsoft licencing prohibits and prevents this. For retail versions of windows 10 (I am not sure retail versions are available anymore) you can transfer the licence to another machine but you still can't use on multiple machines.

    The good news is that for the moment you can buy windows 10 licences fairly cheaply
