Basic astrological teaching is that the most powerful "effects" occur when the relevant planets are on the ecliptic. Another way to put this is that the eclipse is a stronger than usual lunation. Since we don't pay that much attention to lunations normally, an eclipse isn't really such a big deal.
That being said, the eclipse in 1999 which was part of a grand cross was supposed to be a huge deal and not to long after it a massive earthquake destroyed a lot of Turkey that was near the eclipse path. Co-incidence? Maybe, but spooky nonetheless.
The big deal about this one is that it not only crosses the USA, but it falls on President Donald Trump's ASC. Astrologers, mostly an anti-Trump lot, are all over it claiming it's the end for him. I doubt it, but what I don't doubt is that every event the media can turn into an anti-Trump talking point, these astrologers will "blame" on eclipse for the next two years at least. I don't get too excited over them.

Yes it is. That is exactly what it is. The difference between the monthly new moon and a solar eclipse, is location. The eclipse takes place on the ecliptic. Most lunations do not. So what's your point?
EDIT 2: I don't know what you mean when you say "it isn't the same astrologically." A new Moon is a new moon. Astrologers love eclipses, but the fact is that solar eclipse is a new Moon and a lunar eclipse is a full moon. What makes them eclipse one another is the location on the ecliptic. Therefore the eclipse is a stronger lunation, but it is still a lunation. The same is true of aspects. If Mars is square Jupiter and both are on the ecliptic, that is a far more powerful than the same aspect when both of off the ecliptic. It's one reason why every Mars square Jupiter doesn't play out the same way even if the signs are the same in more than one.
I think eclipses are overrated by astrologers, but I admit I am way in the minority on that one.
As for TDs, I didn't know who did it and I don't care. I pay no attention to them. I've had controversial answers ignored and straight factual non-controversial answers slaughtered. They say more about the person doing it than they reveal about me.

Not sure what you mean by lasting long. They only are at maximum totality for a few minutes, but some are longer than others, say 3 minutes vs 4 minutes. Astrologers do make something of that, i.e. longer eclipses have greater impacts of something like that.
I could write pages on the various opinions of the astrological effects of eclipses. This is one of my problems with them. There is way too much varying opinion and some stretch out the time of influence to the point where something is bound to happen and they can pin it on the eclipse. But it is a significant visual cosmic event, so there should be something to them. I'm not sure what.
EDIT 4: Re Trump. There is so much garbage put out by astrologers about him that it isn't worth listening to. But here is something to consider. I'm not going to explain it or even name it, but there is a recently re-discovered old astrological technique that is all the rage amongst a few. According to one advocate, after roughly October Trump's problems are going to dissipate, but they are watching the period from December 2017 to the 2020 election where things might get real interesting. A reversal is in store. But a reversal could mean from bad to good. Much work needs to be done.
