    MalwareByte's Anti-Malware

    Spybot Search & Destroy

The two spyware removal programs I use, try those to be sure spyware isn't causing this.

You can also use the registry as an alternative to msconfig if you are confident using it and make appropriate backups first.

Go to Start > Run and type in msconfig. Switch to the startup tab and locate this file in there. You'll also want to run a virus/spyware scan since this sounds like a bad file.

Get Startup Inspector for windows; use it to view the stuff that gets loaded on startup and look for something that references that file. Unchheck it and click apply, then right click and remove all disabled.
