No he most certainly is not. A sign and trade agreement is essentially where the team the free agent currently plays for signs that said player to this agreement which is a an actual contract (hence no longer a free agent) but also says the player can choose a team to be traded to and hence that team gets players/picks in return. This is generally a best of both worlds agreement. If they didn't sign the agreement then the free agent is allowed to sign to any team he pleases and his original team does not receive any compensation for the loss of that player.
