A White House official confirmed the deal and said the proposed regulations will be issued next week."

Is congress no longer the law makers? Are they bypassed by regulators with the same power? That means we have no representation. Congress makes laws the president signs. Congress is supposed to change them. Nobody else. What kind of government do we have now. Can anyone tell me that?
