The ball went high up. Is high an adjective?

It's an adverb; it's describing the word went, which is a verb. Up is also an adverb describing the same verb. Or up describes high while high describes went if you parse it that way, or the other way around. It's one of those sentences with a lot of possibilities that don't really affect its meaning. It's still an adverb in all scenarios though.
High would only be an adjective if it were describing the ball itself since that's the only noun in the sentence.
