I will tell you, but first a bit of defining:
There are 10 "planets" of which Sun and Moon are just two.
Each planet represents a different inner need, a different facet or your inner personality.
Sun represents our need to feel whole and complete, self-fulfilled with who we are. Whatever sign Sun is in, those are the types of actions (inner/outer) that you are drawn to BECAUSE they provide a sense of well-being inside of you. For Virgo, the positive behaviors will be serving others in a practical way .. NOT doing things FOR others, but helping others when they truly cannot help themselves.
Whatever HOUSE your Sun is in, that is the area of life in which you turn to act out that sign.
MOST IMPORTANT are whatever "angular aspects" Sun makes with any of the other 9 "planets" in your birthchart. These distances (aspects) indicate HOW your Sun-need interacts with other inner needs.
If positively aspected to other planets (sextile or trine aspects ... blue or green lines in your birthchart), these 2 needs harmonize and support each other; you tend to automatically use the positive (realistic, serving) side of Virgo.
If negatively aspected (square or opposition aspects .. red lines in your birthchart) these 2 needs contradict each other and create inner tension; you tend to automatically express the negative side of Virgo (crticial/picky, guilt-ridden, self-critical and perhaps even fearful). This CAN be overcome, but you have to work at overcoming the negative "aspects" in your birthchart.
Note that the "conjunction" aspect will be either positive or negative depending on the nature of the two planets in this aspect.
As for Moon, Moon indicates your automatic emotional responses, and how you try to find a sense of emotional safety without your own emotions. In Virgo, you find this emotional rightness by serving others and/or by being useful and contributing.
Depending on how Moon is aspected, you might feel guilty about your emotions and this can lower your self-esteem and self-confidence.
As for the Rising Sign, this is not a planet, so it does not indicate anything going on inside of you.
The Rising sign is, literally, whatever sign was rising on the eastern horizon at the moment you were born, as seen from where you were born.
The Rising Sign is more-often called your Ascendant .. which is the exact degree of that 30-degree-wide sign which was rising. Astrologers tend to work with precise information, so we use the Ascendant more than just the sign.
The Asendant is also the cusp (transition point) to the First house, so whatever sign is on your Ascendant indicates how you handle the area of life indicated by the First House.
The First House is your social "act" .. the mask you put on in situations where you are not entirely at ease. And the less at-ease you are, the more you resort to this coping mechanism.
Scorpio Rising retreats and observes. They are reserved until they have sized up the situation and become comfortable with it. Others may read them as being, shy, reserved, snobbish, or even as threatening (because you watch them but give no facial hints as to what you are thinking).
Really .. you might not be any of these things. It is the planets that say what you are inside.
In evaluating your Ascendant, whatever planets are IN your First house .. even if in a different sign ... will color/alter the impression your give off. And how those planets (if present in the 1st) are aspected is a HUGE part of the portrait.
Also, if any planets aspect your Ascendant this too will have a strong influence on your social mask .. especially on how true your "mask" is to who you are inside, and whether this gives off a good or negative impression to others.
Nothing in astrology is read by itself. It all fits into an entire dynamic of 40-50 factors contained in the birth chart. And in interpreting the birthchart, FIRST you look at the strongest patterns shown:
- repeated patterns
- planets conjunct any of the 4 angles
- major aspect configurations are the strongest (T-square, Grand Trine or Grand Cross .. which may or may not be present in a particular chart)
- stelliums, if present
