It's difficult to rate him because he is so polarizing.
On one hand his administration is successful. He got a major tax cut which helped American corporate taxes become more similar to corporate taxes in Europe. We no longer hear about American companies moving their headquarters to Europe. Trump has been successful in dealing with ISIS and the Taliban. Terrorist groups are not enjoying the success they had under Obama. We are finally enforcing our immigration laws. We no longer seem helpless against illegal immigration. We are still receiving about a million legal immigrants annually and 90% are from non-white countries, so it really isn't a racial issue. We are enjoying the longest bull market in history. Black and Hispanic unemployment is at a record low. The economy of the USA is strong and stronger than just about every other country. The economy (GDP) is growing at twice the rate of the Obama administration. You have to admit that China has been an unfair trade partner and we really did need to address the imbalance in our trade agreements. How Trump addressed it was particularly aggressive, but Obama wouldn't even touch it. So for how the Trump administration has done, I would rate him technically an 8 or 9.
However, we cannot ignore his politically artististry. Trump is not a politician and it shows. He is overly boastful, he doesn't check facts before he speaks. His use of Twitter is childish. He insults just about everyone. His manner of addressing problems is by being disruptive. He is a bully, and he expects absolute loyalty despite all his shortcomings. He doesn't seem to care about moral character. In short, he is a political populist who is an international embarrassment. So artistically I would rate him a 1.
