I have volunteer experience, however I don’t have service hours. Can I still put this on my college resume?

Hi Juliette - The claim, that is almost universally spread by Counselors and Teachers, that Volunteer experience and/or Service hours help in your admission success is a fable [except in a handful of social work programs]. 1 point on your SAT or ACT, or .001 higher on your academic GPA, outweighs all the hours of feel-good non-academic work you do.

Yes you can, and yes you should. Whenever you paint a picture of continuous work or school or volunteer activities, the better. It really does count.
