Can family members be seen as friends?

Can family members such as cousins be seen as friends, especially for those who don't have friends outside of their family?

    Yes, my sister and our cousin are the same age. They've been friends for decades. They go out on weekends, go on holidays together, even went on a cruise together. They have a good friendship. My sister is a very family oriented person. She interacts with the other cousins regularly.
