From my history lessons too many years ago I think it was because the communists under Mao Ze Dong had taken over the country from the nationalists. I would say that like Russia did when the communists there the land owners were removed from the land who knew how to efficiently grow food and the communist government put people on the land who had no farming skills. With the lack of farming knowledge and skills, crops were well down on previous crop quantities for several years until those now farming became more experienced in farming. Zimbabwe in Africa had the same problem. The black leader allowed the black people to harass and murder the whites to get them off the farms then gave very small blocks to blacks. The blocks were all too small to make a living and many of those given the blocks had no experience in commercial cropping and food production plummeted causing a famine there.

The great Chinese famine was caused by a combination of adverse weather conditions, social pressure, economic mismanagement, and radical changes in agriculture imposed by government regulations.[3]Mao Zedong, chairman of the Chinese communist party, introduced drastic changes in farming which prohibited farm ownership. Failure to abide by the policies led to persecution.[4] The social pressure imposed on the citizens in terms of farming and business, which the government controlled, led to state instability
