If that's in a country which scales GPA on a basis of 10, that's truly pathetic. In most countries, e.g. those using a 4.0 scale, it does not meet minimum requirements to graduate. Elsewhere, it's barely passing or outright failing - depends whether minimum to pass (grade of D/D-) is 65% or 70%.

The GPA scale is from 0.00000 to 4.00000, unless it is a weighted GPA. Weighted GPAs are almost mesningless unless you explain in detail HOW they are weighted. A GPA of 6.750 is either meaningless or not good if the top GPA possible is 10.00000. You are moving the decimal point on p percentage. 67.5 is a D+ or 1.66667 GPA on 4.0000 GPA scale.
