Is it good or bad to be a micro-manager?

It's generally a bad thing. Give people a chance to do a job. Lay out a few basic rules and guidelines to follow, give them a task to complete and help if there are issues. Let them do their job so that you can do yours. Micro-managing every detail gives them the impression that you don't trust them, it reveals your own incompetence if you tell them to do something incorrectly (which makes them resent you even more, since now they're asking, "Well, why they hell are they a manager?! I can do their job better than them!"), and it keeps you from fulfilling your other duties, which makes you appear to be even more incompetent.

99%+ of the people who use that term have no concept of managing anyone.

It is generally bad as most workers find it annoying and micromanaging people diverts time that could be otherwise used for more productive tasks. That said, there are some employees who need to be micromanaged.
