Is it possible that someday it will rain enough to fill up the great basin?(largely Nevada)?

If it did and kept running off into the ocean wouldn't it eventually become a huge freshwater lake?

    yes and yes. Several different lakes is more likely, but if you kept filling, you might be able to get to one huge lake; I am not sure about the details of topography involved (where different topographical highs separate different areas into sub-basins, or what is the ultimate outlet that such a lake system would flow through to get to the ocean). not the case at the moment though, obviously.
