Does anyone know if this email legit or phishing email?

Recently I received this email [e-mail]. I am not sure if it is a fake email . I'm trying to apply for ucr. Has anyone received an email from this email address?  Thank you

usually you can tell by the full return  IP address; but the best way is for you to go into their site on your own typing in  the address, not responding to the email.
