Is Pennywise based on a true story?

My friend told me that and I've been petrified ever since.

    No.

One of the crimes supposedly happened, and the towns mentioned really do exist though.

Yes, it's true that Stephen King wrote a fictional story upon which the Pennywise character is based.

Your friend is celebrating Halloween by playing a trick on you. How festive!

I haven't seen the new movies, but when I found out that the original was some kind of alien spider creature, all the fear that the movie had built up dissipated. It was just too stupid. There is a real serial killer (child rapist/murdering) clown named John Wayne Gacy.

If you believe everything "a friend" tells you, you're going to spend your entire life being scared and paranoid!

    Of course it's not true.

    Do try to be sensible.

No, Pennywise is a figment of Stephen King's wild imagination!
