I made E-6 in 6 years but got out shortly after that, don't know if I would have made E-7 or not if I stayed in

Ranks work a bit like a pyramid. The higher you go, the fewer there are. A person on each level generally has multiple subordinates on lower levels. So, the higher you go, the more difficult it is to get there.

There are only so many cans in a six pack, E-7 is specialized, they need only so many of them.
