Can you surf during a high surf warning?

I don't know how to swim or stay floating at all. I can't float on water. So a question for you professional surfers: does high surf warning mean "Surfs up, all surfers come surf"? Or, "everyone leave the water, the waves are too big"? Is there waves too big to surf?
