Are immigrants who come to the UK in their 60's and who become British citizens in their 60's, eligible for the full benefits of the NHS?

Yes, but to become a citizen takes several years. Before that, they need an immigrant visa, and will have to pay an immigrant health surcharge for NHS care. Once they have paid it and been granted a visa, they can use the NHS without paying.
Being a citizen is irrelevant - it's about being a legal resident of the UK.

They are eligible the moment they have the appropriate visa with a fully paid IHS fee. That’s several steps before citizenship.
