Is it true that from this time forward - The President of the United States will serve only at the will of the House of Representatives?

    No. The House can impeach a president but only the senate can remove him if they have two thirds of the members vote to do so. Of course they can only do this after the house has impeached the president.

    I hope it means that future Presidents recognize that they, Congress, and the Judiciary are co-equal branches that are supposed to both find ways to compromise with each other AND take each other to task when they do something wrong or unwise. Besides, I don't think Presidents Bush or Obama felt threatened by Congress after the impeachment of Pres. Clinton.
