If data plan providers can connect you to the Internet using your phone or tablet, why cant they get you connected using a laptop or desktop?

I think you're assuming the technology of connecting the phone and tablet to the internet is the same as with computers. Remember, the computer does not have a SIM card.

I am going to make this simple. Because your laptop and desktop only have WIFI channels and Bluetooth. You need a cellphone module to get to the higher cellphone frequencies. On laptops this is an option. It's sort of unusual to see them in a desktop but a custom computer building in your city or town could do it if you wanted. The down side - you will be charged the same costs as a cell phone, the laptop or desktop will need to be 'on' 24/7 to receive calls and texts.
A smart bunny would simply set their cell phone to wifi hot spot mode and wireless connect to the cellphone with a laptop or desktop via WIFI. Laptops usually have the wifi wireless module. It's an option most folks don't get on a desktop but you can install the module yourself for little money assuming your computer has a spare PCIe slot

They can. But most desktops and laptops don't include a cellular modem.

They dont usually come with the hardware. To connect to the network you need special hardware. Most computers and laptops wont be used to connect to those networks so they don't come with them. All smart phones and some tablets come with that hardware. You need to get an antennae capable of connecting to the cell network
