Regulation sized generally means a size that complies with the dimensions specified in the pertinent regulation.

A regulation-sized baseball cannot be about 10 feet around because the regulation declares its size as being that of a normal baseball.  A 10-foot circumference baseball is not regulation-sized.  Baseball has rules and one of the rules (regulations) declares the composition and size of the ball that is to be used.  A ten-foot ball is not what they require.

organized sports have managing bodies that specify the legal dimensions and composition of equipment used in their sport. these are collectively referred to a regulations, so a 'regulation size' something is [example] a baseball that meets the requirements

Means it conforms to a regulation - so it is not similar to gigantic: it is whatever the accepted standard is for that sport or activity. I expect they mean the design of the ball was like a proper baseball, just way bigger. Sometimes used as a point of comparison eg a soap powder carton being 30% larger than the regular size - the synonym here being 'usual'
