What does "allocation " mean in this sentence ?

The establishment of a war economy had its own dynamics, as Roosevelt knew from World War I. The theoretical sequence was simple enough: first allocation of resources, then building and obtaining machine tools and manpower, and finally switching on the assembly line.

    Allocation means distribution. In this case, it would be the distribution of equipment to soldiers, and then the distribution of humans throughout the battleground
