It's intellectually hazardous to generalize any trait to all people of a particular group, like "Canadians".  You might have been pointedly ignored often during your visit to Canada - even more so than in the USA.  But that doesn't mean "Canadians" are more or less racist than Americans, or racist at all!  You wouldn't want to be tarred with the shortcomings of the least gracious among people from your own home, or among people who look like you, or speak like you, or pray like you, or have an income or a job similar to yours - would you?  Because some of those people, despite their superficial similarity to you, are JERKS aren't they - and you're not like that, are you?

Making statements like your question invites people to form a mental image of everyone from Canada being like those women who ignored you.  That's inaccurate - in effect, a lie.  Yet you are promulgating it with your careless choice of words.

Enough of preaching!  To your question:  It IS certainly possible that you were pointedly ignored by certain women in Canada and that this happened more often than you've experienced in the USA.  And it might have been due to their prejudices toward people who look like you...(aka "racism").  Is it more common in Canada than in the USA?  Nobody knows.  Why did it strike you as such?  Maybe you expected things would be better there, so when they weren't it just SEEMED more evident.  Or maybe you actually have discovered something - like possibly the fact that Canada's much smaller population (Canada's entire population = the African-American population) is a bit less heterogeneous than the US, so perhaps racism IS a bit more common there.  No one knows if that's so.

And there's always been antagonism between Anglophones and Francophones, as well as between European-Canadians and the First Nations people.  You might have just stumbled into some of that, somehow...sales people and clerks who deal with anyone who walks in the door, in places where there have always been tensions like that, sometimes develop two distinct modes of dealing with their customers...sort of a "friend" way or a "foe" way.  That wouldn't have anything to do with YOU per se - it's just that you weren't a "friend" because you weren't from the same town or church.  That's just unfortunate coincidence in your case - and not very good service, really.

If you were in a French part of Canada, there's also an aspect of French culture which sometimes gives Americans a problem - in that the French don't think sales people or clerks need to treat customers as welcomed friends, which is the customer service model that's used in the best places in the USA.  This is just a cultural difference that exists between the USA and many other places, including France.  Lots of visitors to the USA are put off by some of the obviously-false smiling and chatting-up they get.  So maybe you just suffering a countervailing put-off, from a different cultural approach to customers.
