Why were people in the early 1980s still wearing those STUPID bell bottoms?

At least 1980, 1981 and even 1982 (by 1983 that changed).

I thought the 80s was about wearing straight leg and tapered jeans?

For example, if you watch a film made back in 1981, apart from the music you wouldn't even think it was in the 80s. More like the 70s.

A fashion doesn't suddenly change at the exact moment a decade begins.

Oh it's the 2020s now - no flares!!!

Well, look at what you have on now.  In 20 years, the new young people will think your clothes are STUPID.

Stupid and ignorant. The same basic styles of clothing, including shoes have alternated from the 1960's up to the present day. In the 1950's we called tapered jeans "drainpipes". Pointed shoes were "Winklepickers".

I have seen the styles change back more times than I can remember. People make changes  because they want to send the message that they are different from the crowd. As soon as the masses follow suit, fashion changes  again because it has become  too common.  What is stupid today? Droopy pants/jeans, baseball caps back to front/sideways, some hairstyles, hoodies and caps in hot weather.

    There was a "resurgence"

    or "relapse"

of the popularity of bell bottoms.

They weren't as huge in the 80s as they were in the 70s

(both in size and in popularity).

you don't understand the power of 70s clothing styles.  bell bottoms?  ha.  open weave macrame vests made of jute with intertwined multicolored wooden beads big enough to to choke a dog on, sir.  and feathers.
