Solar charging on and off?

Bought a folding solar charger for my phone. Once the solars attached battery was drained, while in sunlight, the solar would put a charge signal to my phone, then off a second later, then on, and off, over and over. I felt like it would short circuit my phone and kill the battery if i let it continue to do that. Am i right? Am i wrong?

I very much doubt that a faulty solar charger would be powerful enough to damage your phone - even a properly working one. It would depend rather on the size and capacity of said charger of course. Consult the charger manual or place where you obtained it.
