No. And dry skin doesn't need scrubs, it needs to treated as gently as possible. Sugar scrubs can be highly irritating to the skin and scrape or abrade  the skin. Lemon juice is acid and will burn the abrasions and turn them bright red.  Honey is sticky and sweet and is better with toast and tea. Your skin would prefer gentle cleansing with minimal scrubbing. A Terry cloth washcloth provides more than enough exfoliation for the face and a gentle foaming cleanser that rinses away with water is more than enough. After apply moisturizer to the dry areas. Your facial skin needs gentle care, not harsh scrubbing and mistreatment.

Its good to exfoliate with.  The lemon and sugar combo will remove dead sin cells, and the honey will moisturize.

This is an intense scrub, if you have sensitive sin or really dry patches you might want to add in some extra virgin olive oil.  This will help moisturize along with the honey.  You might also want to take out the lemon juice, that can be very harsh for dry skin.

I have oily skin so I use this all the time and its great, but it might be a bit harsh for dry skin.

No. Lemon juice is acidic and can cause irritation and dry out your skin even more.
