Engine not "turning over", or cylinders not firing? There's a huge difference and I'm not sure you understand the terminology. Not turning over means the crankshaft doesn't move, like when the battery is dead. Not firing means that it turns over but won't start. Which is it? .

If the timing wasn't disturbed before you took it apart and you put the #1 cylinder at top dead center before you took it apart, then recheck those timing marks and make sure if they are dots, the dots line up. If they are triangles then the triangles have to line up. Likely your off a 1/4 turn on the timing.
