the ahmadis are not permitted to make hajj, they are kuffar as they deny the finality of the Prophethood by following the liar, the incontinent, incompetent shaitan, the false prophet who died with poop coming out of both ends.
the ziadi shia are generally muslims, though innovators.
The rafadhi shi'a (most of the shi'a today) are kuffar in general but might be muslim on a case by case basis, you need to establish the kufr of their sect to them such as their denying the Quran, their insulting the Sahabah and mothers of the believers, their open worshipping of the dead etc. until then we don't give individual takfir and they are allowed to make hajj in such a state.

Abraham was the one who perform Hajj as according to the order of GOD, then Prophet Muhammad (May GOD be pleased with both of them) do perform the same Hajj as of Abraham, whom he was the Shiah of Noah , so Prophet Muhammad (Sal.) as the Shiah of Abraham and Noah (May GOD be pleased with both of them), then leave his tradition of performing Hajj to all of his Shiah to follow suit, from that day up till now and would continue till the end of the world.
