Why do tow truck drivers park for hours ?
They sit in the truck for hours.

One apparent reason is that, when the highways are covered with snow or ice, a tow trunk driver has parked his truck alongside the highway; and he's sitting in his truck and waiting for someone to slide off the highway and into a ditch. He wants to be johnny-on-the-spot and pull a car out of the ditch and collect a towing fee.

Well it depends on their job and how much work they have to do when recovering a vehicle. They need to go through the legal procedure so they can tow car after paper work. There are different towing jobs may be they are busy in dealing with the client and bringing some stuff. You also need to read some towing FAQs for better understanding about this industry!

if you notice them parked at peak traffic times in certain areas where heavy traffic is like rush hour its so if a accident happens they can tow the cars fast so traffic keeps moving

Avoids wasting gas and putting wear and tear on their vehicle if there were just to drive around waiting for a call.
