is there a manufacturer for computer peripherals such as mouses and keyboards that doesn't make their stuff in China?

    Try looking at wetkeys they list TAA complient products.

    Not really, or if there is, they're in a really niche market, like accessibility devices for the disabled or military equipment. The reason is that countries will usually impose a tariff on imported goods if at least some of the manufacturing isn't done on the country. Since China is a large market, all major peripheral manufacturers would want to sell there, and thus need to have factories there. So at the end of the day, you will either have some parts manufactured in China, or the final product will be assembled there.
