Why does God create people who he knows will go to hell?

God is all knowing so if he is all knowing why does he create people who he knows will go to hell? He knows their decisions and what's gonna happen so why do it?

God is not omniscient. The Bible does not claim that he is. In the moment of creation, he didn't know how our spirits would turn out. He learned that through long observation. Job 38:1-7; Prov. 8:22-31.

More importantly, he creates all of his children with eternal life in mind. To have done any less would have made him arbitrary, partial, capricious, mean, and evil. But not even God gets everything he wants. We do have our free agency, after all.

He creates people to share His glory and be sons of God.

All have opportunity but if some refuse that should never prevent others from having that opportunity.

Quantum theory holds that God always leaves a little possibility, for miracles to occur.

Apparently their god did not understand that it's couriouse creation would be tempted by it placing knowledge within it's reach.

GOD create mankind and give them free will and intellect to choose between to be the believers in GOD or to be enmity against HIM. So we are the one who choose to be heaven dwellers by being the true believers in GOD and perform goodness as to HIS command and to protect ourselves from the snare and deceive of satan, to hell with him. so who is to be blamed , except ourselves.

He's all knowing except when it comes to people's free will thus the time-sensitive word "now" in Gen 22:12.  Not until one dies does God know with certainty their eternal fate.
