What IP can minecraft servers trace and IP ban you with? Is it your router ip or your local area (town/city) IP?

Each Minecraft server is different.  There is central group that runs them all.  There are thousands of individual servers.  The moderator for each server decides how (s)he wants to ban people.  So there is no one answer to this question.

Normally they will ban just your IP address because if they block a range of IPs that blocks hundreds to thousands of people. That would kill the traffic to their server.

You have two IP address's and here are the proper names.

Private IP and Public IP.   Your Private IP is the IP that your Router assigns to your computers either by Ethernet or WIFI.   This IP will look like this  192.168.xxx.xxx  or 10.10.000.000.   Your Public IP is the IP address that is owned by your Internet Service Provider and is assigned to your MODEM.  This is the IP that is traced over the Internet.  HOWEVER - It can not be traced back to the end user (you), Only to your ISP.
