Bash is the terminal language commonly used on Linux. You can install a linux image on Windows 10 though and thus actually use bash inside the windows command prompt.

Which one you use depends on whether you're following a tutorial for Windows or for Linux.

You use the Command Prompt when you want to run a single command quickly.  You use a Bash terminal, or Powershell, or other things like that when you want to do something more complex, create a routine that you can run over and over or need to run commands that are not available in the Command Prompt.  You use whichever is easiest for you to do what you need to get done.
