How can reform of US Police take place?

When every State has different proficiency training and with powerful unions 

I read in South Carolina I think it’s less time to train as a barber than actually be a cop?

And will it ever happen anyway with Trump in the White House?

Mission pretty much impossible?

Update:

Judging by responses...it is mission impossible. Expect more civil unrest in a flawed system. Thankfully not my country.

    Trump has nothing to do with reforming police, since you were beating off when the powers of the federal government were taught in school you missed the part about the president not having authority over local police.

    You'd need to privatize the police for that to happen.

    Ask the democrat mayors that run these police depts that commit offenses that infuriate you

    We can discuss that when the riots stop. And they have paid to rebuild what they’ve damaged and paid restitution the the families of the people they’ve murdered. Until then,  the police need to use live bullets if necessary to stop these terrorists. THEN WE WILL TALK.
