Well, Trump booted him out pretty ungraciously, so in the world of politics he has to reply and can now retire graciously.  Mattis was of the old school of complex issues  was not able to work with a hands-on, no-nonsense executive type.   He expected for Trump to be a rich-boy-play-boy incompetent and Trump turned out to be just the opposite.   Won the war against ISIS despite what the Obama holdovers could do to stop him, including Mattis.  The speculation is that Mattis was another one of the democrat plants in the Trump administration that was meant to screw  up what Trump intended to do.   Sort of another version of Jeff Sessions.

I have a lot of respect for Mattis and very little for Trump ... that said, Mattis' contention that Trump is trying divide the country is unfounded.  Current events has shown us why We The People should not elect a novice to the Oval Office.  Trump was completely unprepared for the pandemic, refused to listen to expert advice and now he is completely unprepared for civil unrest and he refuses to listen to expert advice.  The guy is a clod but he is no threat to the Constitution.

So, Dr. Fauci is a liar for saying when he gave President Trump advice, he acted?

There is no substantiation that would lead me to believe such a claim.

I've yet to see a single valid claim that President Trump has been anything but fully compliant with the Constitution.
