Is Hong Kong considered affluent even though they had high GDP per capita? Housing and car ownership is out of reach for most people. ?

Compared to a less affluent third world country, wages are 1/3 less , but a working couple could afford a house 400 square meters , and 2 cars.

Compare it to America where healthcare is out of reach for most people.  No car ownership and can't afford to own housing?  Sounds like you are describing New York City.
