My uncle recently passed away, he was sent a stimulus check in April 2020 due to COVID19. Will his kids be able to cash his check? His son received one as well, but social security took him from his stimulus to pay what my uncle owed them. what may be done in a situation like this?

The check needs to be deposited to the uncle's estate account by the executor or administrator of his estate. The appropriate estate filing paperwork needs to be filed with the court. You can't just willy-nilly do things.

What date was the stimulus issued? If he died after it was issued, then it can be deposited into his account. If he died before it was issued, then dead people are not entitled to benefits and it will need to be returned, with a note - deceased on x date - you would be committing fraud by attempting to deposit that money.
