Is it legal to take nude pictures of people without their consent?

It they are being taken in places where people have a legal expectation of privacy, yes it is illegal. But if they exist in the public domain, it is perfectly legal. The same applies to people with wearing clothes.

It is extremely rude to take pictures of someone without their consent. (as opposed to pictures with them in the background.) And in those places where public nudity is common, rudeness is extremely frowned upon. Particularly rudeness with cameras.
If you're not willing to ask, then it would probably be best to not.
