to summarize: ad fraud is a big industry that takes on many different forms. I assume that even if you signed this person on, then he may just send you fake results.

Rule of thumb is~ unless you actively asked to speak to a representative from this company regarding your business, it probably at best is some garbage company trying to hook you, or at worst an actual scam that you can lose big time on. If you weren't the one seeking them out, don't touch it.
